I don't get your rationale... If in a seller dominated market, i.e. everyone's selling, MDP wants to buy, there wouldn't be any shortage of sellers to sell to MDP buyers. wouldn't it?

But it looks like brokers fight back by simply rejecting your open and/or modification orders.. This will result in you not open...

In FX context ARBITRAGE is selling the price difference in different feeds!! I know this for a fact and if others want to believe otherwise that's their choice :) In general Finance sense (in terms of definition), yes ARBITRAGE means buying low and selling high (or vice versa)... And, MDP is not ...
